FUNCTIONING OF DEPARTMENT

As per Government Order No: 568-JK(GAD) of 2022 Dated:17.05.2022 issued by General Administration Department vide endorsement No: GAD-ADM/44/2021-02-GAD dated:17.05.2022, the distribution of functions of various divisions of PD&MD between Finance Department and the Planning Development & Monitoring Department are as under:-

A.PLANNING DIVISIONS WORKING IN FINANCE DEPARTMENT

Development Expenditure Division -I :

District Capex Budget:

  1. Compilation and regular review of District Plan with focus on outcomes and timely implementation.
  2. Monitoring of status of implementation of projects including tendering and speeding of execution.
  3. Monitoring of Outcome and Evaluation.
  4. Implementation of PULSE
  5. Capacity Creation
  6. Monthly Progress Reports
  7. Preparation of outcome budgets
  • Development Expenditure Division-II
    • UT Capex Budget :
    1. Compilation and regular review of UT Plan with focus on outcomes and timely implementation.
    2. Monitoring of status of implementation of projects including tendering and speeding of execution.
    3. Monitoring of Outcome and Evaluation.
    4. Implementation of PULSE
    5. Capacity Creation
    6. Monthly Progress Reports
    7. Preparation of outcome budgets

      8. B.PLANNING DIVISIONS WORKING IN PLANNING DEVELOPMENT and MONITORING DEPARTMENT

    Directorate of Economics & Statistics

    1. Cadre Management of E&S
    2. Evaluation Studies etc; and
    3. Preparation of Income Estimates and Capital formation;
    4. Collection and compilation of Statistical data
    5. Issue publications and periodicals like Digest of Statistics, Indicators of Economic Development/ Regional Development, Economic Survey etc.
    6. Socio Economic Surveys; and
    7. Vital Statistics

    Plan Formulation Division

    1. Plan Formulation
    2. Plan Monitoring
    3. Project Appraisal
    4. Dealing with cost escalations cases; and
    5.  Development of SBD  for  various  types  of  works  including  PPP
    6. Examination of Various Policy Documents issued by the Central Line Ministries and adoption of the same with revision as may be required in the UT.

    Plan Monitoring & Concurrent Evaluation Division

    1. Monitoring of all development programmes, Centrally sponsored Schemes (CSS), Iconic Projects and other programmes including PDMD, BADP, Aspirational Districts Programme,, Aspirational Blocks Programme, Back to Village, Ayushman Bharat, Saubhagya and Ujjwala etc.
    2. Regular reporting of expenditure under special plan and submission of UCs to the Central Line Ministries.
    3. Sorting out bottlenecks which come in the way of speedy development expenditure.
    4. Monitoring of Pragati and e-Samiksha at the UT level.

     Coordination/Special Function Division

    1. Coordination of developmental activities.
    2. PPP Cell.
    3. Regular Compilation and updation of data of all schemes/projects under implementations in the UT.
    4. Consultancy service-guidelines and help to the departments, preparing panels for different types of consultancies.

    Cadre Controlling Authority of the Economics and Statistics Service is also transferred to the Planning, Development and Monitoring Department.
